July 2026 – County Councillor Reports
Below are the monthly reports from your County Councillors for the Radyr & Morganstown Ward.
Cllr Calum Davies – July report
Calum’s published report from the end of August 2026 contains details of his activities during both July and August 2026.
Cllr Helen Lloyd Jones – July Report
Received by the Web Team on 4 August 2026
Morrisons and the Post Office
Where are we now with this? The Post Office has advertised a vacancy at Radyr. Despite our requests for more time, they closed the application window July 10th. Thank you to all those of you who did write in and request more time. We know we tried.
The Post Office was closed as of August 1st. Why, I don’t know because the Post Office did advise us that they had received applications for the vacancy.
We do know that Community Councillor Lauren Fear had volunteered to distribute a letter re the opportunity to run a Post Office in Radyr to the local businesses. We do know that there wasn’t enough information available on the Post Office website to really understand what sort of revenue a business was likely to get from hosting a Post Office. We do know that Lauren and Peter Fortune (of Litter Picking fame) decided to out in a joint expression of interest. Whether that counts as one application or more than one, we don’t know. I have asked the Post Office, so has Keira Marshall MS and Huw Thomas MS and Alex Barros-Curtis our MP have also been asking for updates.
Lauren and Peter had hoped that they would have received more details about the way a Post Office works so they could understand what the commitments were likely to be, if we as a community decided to run a community-based Post Office. As of last night, they had heard nothing more about their application.
Thank you for all the suggestions you have made. With respect to the Co-op, previous requests received a firm No but if we don’t get joy from the applications received by the Post Office, we can ask again. We are aware that some villages have a travelling Post Office that comes at least once a week to the village.
We have asked (both myself and Cllr Davies) about using Hub as Post Office locations. I will be asking again as it seems a sensible idea.
Can you do anything now? Think writing to Lord Leong at the House of Lords who is the Minister with responsibility for Post Offices asking what progress has been made and copying your email to comments@postoffice.co.uk, alex.barroscurtis.mp@parliament.uk and myself in Helen.LloydJones@cardiff.gov.uk might be helpful. Worth a try.
We did set up a group led by Radyr and Morganstown Community Council to work on finding a solution for the Post Office. If anyone is interested in helping, we would welcome extra help. Just tell me and I’ll pass your details on. Once we knew the Vacancy was going to be advertised in Radyr, we held back from doing anything more. It may well be reconvened come September.
Gwaelod y Garth
Horrendous what happened in GYG. Impressed by the response from the Emergency Services and Cardiff Council. Our sympathy to all those affected. Was touched by how many people contacted me asking if there was anything they could do to help. Well done Radyr and Morganstown. No fixed date for re-opening Heol Goch. The bank has to be reassessed and will probably need work done to it. This does affect the 63 Bus.
Buses
Please remember that if the buses don’t get used, we may lose one. We were putting in place another walk in Pentyrch which you could reach by using the 63 but we don’t know if the bus will be able to drive up to Pentyrch by then. It was going to be 1st September We are waiting to hear whether the bus route will be open by then. If it is going ahead, I will post on my Cllr Helen Lloyd Jones Facebook page.
Radyr
Station Road
We have had a meeting with officers from Cardiff Council and Community Council Members and discussed options using some S106 funding to improve the area. We felt the starting point had to be with the officers as they have access to all the information about water pipes and electricity cables etc. We don’t want to promise you something and it isn’t feasible to deliver it. What we are looking for at this stage is what are our options and then we can come back to you with these options and see what you think.
The saga goes on. No fixed date for a meeting in September yet.
Junction between Drysgol Road and Windsor Road and Windsor Avenue.
You’ve asked for a zebra crossing. I’ve heard there’s going to be a scheme where zebra crossings can just be painted onto a road. Haven’t managed to track the details down yet. No new progress.
Golf Club Lane
No change However, have applied for a grant that would help the Golf Club improve the Public Right of Way that starts where Windsor Road meets Drovers Way and then keeps to the perimeter of the Golf Club course before emerging on Llantrisant Road. It’s usually a rather slippery walk, so hoping we can make it better.
Piling and Plasdwr and Parc Plymouth
If you have a problem, you can email getintouch@plasdwr.co.uk There is also a community fund grant scheme which can be accessed via getintouch@plasdwr.co.uk as well. The new light (see below) has been helped from this fund.
Have written to Plasdwr re the incessant noise from piling which is getting the residents in St John Avenue and the streets around there. Would help if we knew when they were going to pile and till when each day and how long they expected the work to continue.
Have received the go ahead that the playground in the new houses development nearest to Ty Gwyn will be called Val’s Field which will be a lovely way of acknowledging her life as a country woman, born and brought up and then lived all her life at Ty Gwyn, She helped so many children learn to ride, she organised the gymkhanas, and the dog show and got the tractors to turn up in the Sidings.
Drovers Way Playground
The second solar light has been ordered for the path by the playground. This is completely due to Anthony Jenkins and the Park Radur Management Company who have worked together with the Plasdwr community fund to enable another light to go in. Cardiff Council has told me the light is ordered. So huge thank you to all involved.
Radyr Woods
If you are interested in helping the Radyr Wood Wardens (all volunteers), contact assistantclerk@radyr.wales
The Sidings
Haven’t heard that it has at last been adopted by Cardiff Council. Will check again
Issues with bikes and knock on effects of the attacks in Hayley Park. If you are a walker, you will know you can walk from the bottom of De Clare Drive onto an old Cart Road and then onto the old Taff Vale railway bridge into Hayley Park. So, it won’t surprise you to know we are having complaints from residents at that end of de Clare drive about people on e-bikes and people covered up in black. Following a post I made, the police have started patrolling Hayley Park and I have been in touch with them and asked if they could also patrol the Cart Road both down to Radyr Court Road (Spooky Lane) and to the Sidings. I had a chance to flag it up personally on Saturday.
Junction Terrace, Fisher Hill Way, The Sidings and Radyr Station Car Park.
This is causing a lot of problems. TfW have apologised for the disruptions. They have been actively trying to get people higher up the Valleys to use their nearest station rather than drive down to Radyr. The car park is going to be needed until August 15th. Please be aware that the police have been checking for poor parking and three cars were given parking fines on Monday 3rd August. Avoid the area if you can. Walk to the station if at all possible.
Dan y Bryn and possibly Brynderwen
Thrilled we were chosen to trial the new pothole filling machine. Great to see improvements made here. Notice there are signs out which make it look as if Brynderwen is going to have some Tender Loving Care tomorrow.
Morganstown
Radyr Rangers (RR) SECOND PRIORITY
Did I say I thought things were going to happen? No change during July
Morganstown Village Hall
The Chair has told me he is making progress on getting the roof sorted. This will be good news.
Bethel Chapel
No change. It isn’t the Community Council’s or Cardiff Council’s so there is very little we can do.
The Compound Field beside Mound Field
Not sure people realise that there is no public right of way along side the compound field anymore. I did try to keep the rights because it’s always very difficult to get them back once lost. The Community Council also flagged up they wanted the rights of way maintained. But we were overruled. The right of way is on the new bridge,
So the proposals that Pughs are making should improve the look of the Compound Field and allow us to walk into it and then follow the road back to Pughs.
There are concerns re its use afterwards. Believe the land is classified as Flood Plain and it is so close to the railway line, that long term the land use should remain the same as it was before TfW arrived.
The Shop at the bottom of Springfield Gardens
Have engaged with Cardiff Council about the concrete that was laid down. It is already crumbling. However, I think it does help some people gain access to the shop and I would like to wait a while before any alterations are made close to the shop. Know I’ve parallel parked next to the edge of the road and found myself squeezed between two large vehicles on the Main Road. If the shop thrives and becomes a permanent feature (it was the Post Office at one time) it will need better parking facilities. Not trying to stop the removal of the badly laid concrete but think it would be good to ask the experts in Cardiff Council what arrangement would work best for both the shop and the residents of Springfield Gardens.
Radyr and Morganstown
Radyr Comprehensive School Swimming Pool
Been told it will be open again by September. Fingers crossed.
Flooding under the M4 bridge
Been told this has been referred to the Flooding Department. Hopefully this summer we will see work being done to improve the drainage there. Have asked what progress has been made. Looks like we have dropped down the list.
Flooding by Pughs Garden Centre
No change.
Litter Picking
There is an active group of volunteer litter pickers. Please contact peter.fortuneuk@gmail.com for details.
Dog Poo Please pick it up.
The children from Brynderi have made posters asking and reminding us all to pick up our dog’s poo. They are done and laminated and now some of them are hung up in the community. Thanks Brynderi.
Dog poo can carry diseases. Please pick your dog poos up and put them in a litter bin.
I have a Facebook page Cllr Helen Lloyd Jones Do please follow me
Youth Work THIRD PRIORITY
Cardiff Youth Services are working in Radyr Comprehensive and at the Hub in Radyr.
Police Incidents
When we ask for a regular police patrol, we get told there aren’t enough incidents to justify their presence. Please use swp101@south-wales.police.uk and flag up any incident if you witness one.
Parking and Drop off’s by Radyr Comprehensive
There is no easy solution but with the extra buses, if your children can travel to school by bus, please encourage them to do so. Gather some are traveling by the 64 Bus from Ffordd y Berllan. Brilliant news.
Radyr Weir Landing Stage
Been advised that the funding has been found for a landing pad. Good news.
Filming for Cardiff National Park City Radyr Primary
Radyr Primary continue with their interest in the environment. They met Chloe at Coed Caerdydd nurseries in Forest Farm to find out more about the project called Coed Caerdydd. They produced a reel/video that the Cardiff National Park City Project can use to meet one of the criteria for gaining accreditation as a National Park City. I’m very impressed with their work. They had researched National Parks in Britain, in particular the Pembrokeshire Coast NP and the Bannau Brycheiniog NP and been and looked at the National Park City website. They had written a script and delivered it very professionally.
Future reports
The next report I’ll be sending out will be for September. I’m downsizing after living in Heol Isaf for over 20 years. Moving out soon. Will still be checking my emails and my Facebook page and the messages you send me. And will still be able to raise your concerns.
Managed to attend the Cricket Match for a few minutes between Radyr Cricket Club and members of the MCC club. Incredible to realise that they come all the way from London to enjoy a game of cricket with us.
Surgery
My next Councillor’s surgery will be in Ty Nant on September 5th at 10:45
