May 2026 – County Councillor Reports

Below are the monthly reports from your County Councillors for the Radyr & Morganstown Ward.

Cllr Calum Davies – April/May report

Received by the Web Team on 31 May 2026

Post Office

I share the concern of all those in the community who are worried about the potential closure of the ward’s only post office after reports that Morrisons were shutting some of their Daily branches. I was away when the news broke but am glad a petition has been set up in the meantime that can be signed here. I am working with colleagues on potential avenues to ensure adequate post office provision in Radyr & Morganstown. A public meeting is being held at the New Church Rooms at 5:30pm on Friday 5th June to discuss this as a community. I shall be in attendance.

Morrisons said these stores have been struggling for a while but that “this situation has been exacerbated in more recent years by significant cost increases resulting from Government policy choices”. They said this includes the National Insurance hike on businesses. I led a debate in Cardiff Council warning that this tax increase would result in the loss of valued businesses and jobs. Sadly, we were ignored then, but we shall be fighting the loss of the post office as hard as we can together.

Unauthorised tarmacking

It was brought to my attention that public green space separating the main road and the footpath in Morganstown was appallingly tarmacked in April. After escalating this with the Council, officers informed me that this was unauthorised and not conducted on the Council’s behalf. I am pleased action is being taken to remediate this.

The prevailing belief is the works may have been done to halt further damage to the grass verge by cars parking here, an activity that has increased since the opening of the new corner shop. It is essential that no parking and no cowboy groundworks take place here. I am pleased a new, helpful business is open to local people, but due regard must be given to the safety of road users and pedestrians, as well as the integrity and ownership of the grass verge.

Public bins

With the improving weather and people spending more time outside, I have been made aware of overflowing public bins in both Radyr and Morganstown. Sometimes these will be the responsibility of Cardiff Council, others that of managing companies. I have reported these to the responsible parties who then actioned them. If you see overflowing public bins near you, do let me know.

Radyr Festival

Another year, another successful festival. I was pleased to go to some events and do so in good weather with excellent attendance. I want to pay tribute to all those hard-working volunteers behind it. Do offer to lend a hand next year as otherwise it’s a lot of work on too few shoulders. I don’t have the final figures at time of writing, but at least £5,000 has been raised for City Hospice because of the Festival this year. Not only is the Festival something that brings the community together time after time, bringing fun to all the family, it is an excellent way of supporting local charities. Well done to all involved!

Senedd election

That you are getting a new Councillor report from me means that I was not successful in my bid to represent our constituency in the Senedd. I was proud of the campaign I ran and delighted with the high levels of support I received in Radyr & Morganstown. I also had the privilege of representing my party at many hustings covering city centre businesses, high streets, schools, youth groups, cladding campaigners, and the Jewish community as well as hearing directly from people on the doorsteps. I picked up a lot of local casework and am working on your case.

Whilst I was obviously disappointed by the result, I was not surprised – and remaining your local councillor is not a consolation prize but a greater reward. I have written elsewhere a more political piece about the election, but here I will just say my record of working with others to deliver on all my pledges during the last Council election is something I hope to build on going forward in this area.

Council AGM

As a result of his election to the Senedd, Huw Thomas stood down as Leader of Cardiff Council. It was confirmed at the AGM that he will be replaced by Labour councillor for Cathays, Chris Weaver. I was delighted to be re-elected as Chairman of the Policy Review & Performance Committee on Cardiff Council. The Committee scrutinises the finances and inner workings of the Council, often quizzing the Leader and Chief Executive. Over the last year, we have examined many issues including the Budget, the Cardiff Bay arena, fleet acquisition policy, digital strategy, information governance, and equalities. I look forward to delving more deeply into these over the coming year.

Cllr Helen Lloyd Jones – May Report

Received by the Web Team on 3 June 2026

Morrisons and the Post Office

We were all taken aback as news leaked out that Morrisons intent to close their shop on Station Road. Rumours of 45 days and then it closes were circulating. This has kept me very busy since the news reached me on Thursday 21st May.

We can confirm that the Post Office and Morrisons intend to close Mid-July. We have been told by the Post Office that they will be advertising for someone else to take over the Post Office in Radyr. I’ve done a lot of research and drafted letters and the petition.

So far, our MP has written to Morrisons and so has our MS Huw Thomas. Our MS Kiera Marshall has asked for more information from the Post Office to establish its viability. Cllr Davies has also written to the Post Office. The Community Council have had an emergency meeting. They too are writing to various people.  They are also funding the Urgent Public Meeting this Friday June 5th at New School Rooms beside Christchurch at 5:30pm. Everyone is welcome to come along.

There is an on-line petition circulating. That has over 800 signatures when I looked this morning. Paper copies are also available in Christchurch, the Methodist Church and the Hub/Library in Park Lane. Please sign. We will be collecting them all in next week.

Lauren Fear our latest recruit to the Community Council has done a lot of research on individuals who might be able to help us in Morrisons and in the American Private Equity Fund Clayton, Dubilier and Rice who owns Morrisons.

Thank you to everyone who has helped me move things forward as fast as we have. There are so many of you, who have made a difference from the gentleman who turned my words into an on-line petition to the gentleman who helped me make sense of the Land Registry documents concerning 10 Station Road.

Please follow my Facebook page Cllr Helen Lloyd Jones to keep up with the news about Morrisons.

Buses

Please remember that if the buses don’t get used, I will have no case to fight when the funding runs out for the extra bus. So please use it.

We celebrated National Walking Month by inviting people to catch the 63 to Pentyrch on Monday 18th May where they were met by a walk leader from Pentyrch Community Council and taken along some of the old roads that still exist in the area. Despite choosing a very wet day, we had a good turnout, including people from the BME community, some of whom had never walked in the countryside before. They loved the experience. Don’t suppose anyone imagined there would ever be a group of happy, samosa eating folk waiting for the 63 bus in the shelter at Pentyrch. But I have seen it with my own eyes

It’s all part of a drive to make sure we make the most of the bus service we now have.  We’re hoping to repeat this during the summer holidays.

Radyr

Station Road

We have had a meeting with officers from Cardiff Council and Community Council Members and discussed options using some S106 funding to improve the area.  We felt the starting point had to be with the officers as they have access to all the information about water pipes and electricity cables etc. We don’t want to promise you something and it isn’t feasible to deliver it. What we are looking for at this stage is what are our options and then we can come back to you with these options and see what you think.

The latest news is that the meeting scheduled for June has been cancelled by the Cardiff Council officers. We are looking for another date that will work for us all.

Junction between Drysgol Road and Windsor Road and Windsor Avenue.

You’ve asked for a zebra crossing. I’ve heard there’s going to be a scheme where zebra crossings can just be painted onto a road. Haven’t managed to track the details down yet.

Golf Club Lane

Went and spoke to the contractors working on site. Looks as if all should be well. There is going to be a bus route in that area being developed at present which will enable the bus to turn round. We need to protect cyclists from arguing unintentionally with a bus but think we have found a solution. Spoke to the contractors again this month and have been told they are investigating options for us.

Parc Plymouth

If you have a problem, you can email getintouch@plasdwr.co.uk   There is also a community fund grant scheme which can be accessed via getintouch@plasdwr.co.uk  as well. Haven’t chased up what the status quo is re adoption by the council of the land and roads in Park Plymouth. Know there have been discussions.

Radyr Woods

If you are interested in helping the Radyr Wood Wardens (all volunteers), contact assistantclerk@radyr.wales

The Sidings

Am hopeful that this year Taylor Wimpey will sort out all the snagging needed so that Cardiff Council can adopt the green area in the centre and the surrounding bits of land. Have seen a workman on site who told me he had a list from TW to put right. Be good to have that sorted. Will keep asking about this.

Morganstown

Graig Wen

The Bus Stop Sign has been reinstated. Been asked if we could have double yellow lines to protect the wall as you turn into Graig Wen. The process is long. Lots of forms. And costs. Have been and looked at the wall and am not convinced it is a wall of antiquity that ought to be protected forever.

Radyr Rangers (RR) SECOND PRIORITY

Still waiting for TfW to authorise the work for the changing rooms at Mound Field. We have been on site. We have agreed the locations of the new changing rooms. More chasing to do. Never expected it to take so long.

Morganstown Village Hall

The existing trustees would welcome help. Let me know if you are interested.

Quotes have been sought to repair the roof which is great news. Radyr and Morganstown Community Council (RMCC) have offered to add their booking details to the software that RMCC use.

Bryn Melin Woods

There has been a clean-up of dead cut, vegetation close to the entry to the woods by Cardiff Council which is an improvement. Thanks Cardiff Council

Bethel Chapel

Have been advised that the owner is expected to submit another planning application shortly and that this time, the need to maintain the feeling of the Grade II building should be within the application. It is important to realise that the Chapel is owned by a private individual.

Radyr and Morganstown

Radyr Comprehensive School Swimming Pool

The intention is to fix the pool over the holidays

Flooding under the M4 bridge

Been told this has been referred to the Flooding Department. Hopefully this summer we will see work being done to improve the drainage there. Will inquire again.

Flooding by Pughs Garden Centre

Definite improvement this winter. We need to keep the channels for Cwm Farm stream as clear as possible. Noticed nearly everything the Council did last year to improve the situation has been demolished by the water in the stream. We need to clear the channels frequently. Have had site meeting with one of the senior officers.

Litter Picking

There is an active group of volunteer litter pickers. Please contact peter.fortuneuk@gmail.com for details. Big litter pick happening on Saturday June 143h starting at 10 am.  Meet at Morganstown Village Hall Car Park. New volunteers always welcome.  Refreshments in the Hub at 11:15 am Thanks to everyone who helps and a big thank you to Peter Fortune for his leadership on litter picking.

Thank you too to all of you who pick up some litter every time you walk your dog. Lots of us picking up a little does make a difference. Throwing litter out of the car, doesn’t fit the idyllic rural image of the area. If you enjoy living here because the place has a lovely feel about it, please don’t throw rubbish or tuck it in the hedgerow or behind electricity boxes.

Dog Poo Please pick it up.

The children from Brynderi have made posters asking and reminding us all to pick up our dog’s poo. They are done and laminated.

Dog poo can carry diseases. Please pick your dog poos up and put them in a litter bin.

Facebook

I have a Facebook page Cllr Helen Lloyd Jones Do please follow me

Youth Work THIRD PRIORITY

Cardiff Youth Services are working in Radyr Comprehensive and at the Hub in Radyr.

Police Incidents

When we ask for a regular police patrol, we get told there aren’t enough incidents to justify their presence. Please use swp101@south-wales.police.uk   and flag up any incident if you witness one.

Parking and Drop off’s by Radyr Comprehensive

There is no easy solution but with the extra buses, if your children can travel to school by bus, please encourage them to do so. Gather some are traveling by the 64 Bus from Ffordd y Berllan. Brilliant news.

Radyr Weir Landing Stage

After months of reporting no change, I have heard that following recommendations in an APSE report for various items, including a life belt and an information board which will warn people of the dangers of water sports and give a link to Welsh Water’s water quality reports that are updated regularly, so you can check whether the risk of getting a mouthful of Taff water is worth taking; that the Council is moving things forward. Would be wonderful to have a proper entry/egress point back where the old one was before the summer holidays.

Other happenings!

We are so lucky to have the Radyr and Morganstown Festival every year. I attended a lot of events, including the dog show. No, I didn’t enter my Golden Retriever. But she enjoyed having lots of attention from dog lovers there. Loved the categories, waggiest tale, prettiest eyes, Miss Wales and Mr Universe were just some of them. And for those of us who remember Val Allen, I’m sure she was looking down on us with a great big smile.

The closing event with Cor Caerdydd was the last one to be conducted by their founder Gwawr Owen. It was a spine-tingling performance, and we all felt privileged to have been part of the audience that evening.

Speaking on behalf of you all, many, many thanks to all the volunteers who make the Festival happen. It is a very special feature of our community, and we are so lucky to have such wonderful events. I was invited to the presentation ceremony for the Art Competition that is run for our school children (if your child goes to a school other than Radyr or Brynderi Primary, you should find the details next year on the Festival web site. All of our children are welcome to have a go!)

Please join the Radyr and Morganstown Association. It’s free to join, there are usually events throughout the year, the Christmas Lighting Event is the next big one but there are often talks in the OCR. And what’s more, we are always grateful for new volunteers.

This month Radyr Primary are going to continue their interest in the environment and are going to meet Chloe at Coed Caerdydd nurseries in Forest Farm to find out more about the project. They will produce a reel/video that the Cardiff National Park City Project can use to meet one of the criteria for gaining accreditation as a National Park City.  Looking forward to seeing the final result.

Surgery

My next Councillor’s surgery will be in Cicchetti’s on June 20th at 10:30 am.
