August 2026 – County Councillor Reports

Below are the monthly reports from your County Councillors for the Radyr & Morganstown Ward.

Cllr Calum Davies – July & August report

Received by the Web Team on 29 August 2026

Gwaelod y Garth

Whilst the community most affected by recent flooding was Gwaelod, I know many in our ward, particularly those in Morganstown, will be concerned about what happened this summer. I have been informed that the investigation has been handed from South Wales Police over to the Health & Safety Executive and am told that parties associated with the quarry are cooperating with the investigation. I will share more information when it becomes available for public consumption and hope to be able to give reassurance about activity at the quarry.

Morganstown pavement

I am pleased that I and others were able to persuade the Council to remediate the poor and unauthorised paving works that were undertaken on the grass verge at the bottom of Springfield Gardens. Before the summer, it was also notable that cars were parking on the grass here, ruining the turf. The Council is actively in conversations with your councillors about means to prevent this in future. We hope to see these in place soon.

Petition

Thank you to all those who have signed my petition for improved pavements in north Radyr. I shall be presenting this to the Council in September. I am currently collecting signatures for officialising walking routes in Morganstown. Should you wish to sign, then please get in touch with me.

Casework

Whilst the number of meetings in County Hall winds down a little over the summer, I have been able to assist constituents on multiple matters during these weeks. I often find it to be one of the busiest times of year for me. I’m pleased to be working with residents trying to resolve issues in the ward from housing to anti-social behaviour to problem parking and public space maintenance on estates.

Translation costs

Some of you may have noticed that I’ve been submitting questions to the Council on the money spent on non-Welsh translation costs incurred by the Council. My investigation has uncovered that over £2m of our Council Tax payments have been frittered away on interpretation costs and translation into foreign languages over the last five years. With Ukrainian only making up 2% of that spending, it is difficult to understand how this represents a justifiable use of funds that are meant to power our public services, especially in Radyr & Morganstown where it often feels that the money put in by this community does not come back here. Simply put, we should not be spending our limited public resources on people who cannot even speak English, a global language.

Exam Results

Congratulations to students and teachers at Radyr Comprehensive School for another stellar year of A-level and GCSE results. They should all be very proud of themselves, not only for getting the results that will lead to their own success but, for maintaining the high standards and rigorous reputation that the school has earned over many years. Well done to all!

Surgery

I shall be hosting my next councillor surgery in the bar area at Radyr Golf Club between 5pm and 6:30pm on Wednesday 16th September. There is no need to book but you are welcome to let me know in advance if you will be attending.

Written Questions

Ahead of every Council meeting, I have the chance to table five written questions to the Cabinet. I aim to use up my allocation each and every month to find out information useful to myself as a representative of Radyr & Morganstown but also in my other roles on the Council, including as the Conservatives’ Investment & Development spokesperson and Chair of the Policy Review & Performance Committee. This month I asked:

  • Can the Council provide how much was spent on from-English and to-English interpretation costs for languages other than Welsh for the last five full financial years? Please breakdown by language if possible.
  • Will the Council commit to 100% compliance with the Equality Act by the end of 2026 following the Supreme Court ruling on the interpretation of the Act and the publication of non-statutory guidance?
  • Would the Council consider working with the Post Office and the local community to host a branch in the Radyr Hub? The current branch is closing as a result of the Morrisons Daily branch’s closure.
  • Will the Council investigate the feasibility of introducing an easy-to-navigate online portal for the public to search for available S106 funding in their ward?
  • Is it within the Council’s gift to introduce a policy of not consulting on planning applications should that period occur in the second half of December, instead starting on 2nd January? It is often remarked by residents who wish to respond to such consultations that doing so over the Christmas period puts them at a disadvantage in comparison to the rest of the year due to postal delays and the nature of the festive season.

Answers can be found here on the written questions section of the Council meeting agenda.
