September 2026 – County Councillor Reports

Below are the monthly reports from your County Councillors for the Radyr & Morganstown Ward.

Cllr Calum Davies – September report

Received by the Web Team on 2 October 2026

Workplace Parking Levy

The Council will open its consultation on a Workplace Parking Levy on 5th October, closing on 17th January. I am deeply concerned about the ramifications of this scheme as it is currently modelled on a city-wide basis and would see employers having to pay per parking space for its employees over a certain threshold. For me, this is part of a wider anti-car and anti-job agenda that seeks to extract more money from businesses – although it will likely hit public sector workplaces too – at a time when we see our tax money is not being reflected in the services we receive as it is.

Radyr Comprehensive Swimming Pool

I was pleased to secure confirmation from the Cabinet Member for Education that the pool at the Comp will be reopen to the public in January. Its closure several months ago has been very frustrating for parents and children from in and outside the area, and its reopening has already been delayed from September. I shall be seeking assurances that this date is kept to in the meantime.

The Sidings open space

I am pleased to have had it confirmed that the Council has now adopted the public open space at the centre of Radyr Sidings after it was transferred from Taylor Wimpey. It will now be responsible for maintaining this green, including emptying bins and the landscaping. Should any issues arise regarding this space, please let me know and I will do my best to help.

Meetings

I was happy to attend the latest meeting of the Community Council, the liaison committee that brings the community and the leadership of our schools together, and the AGM for Radyr & Morganstown Litter Pickers. These are really useful opportunities for me to catch up with those who work hard, many of whom are volunteers, to make this community the best place in Cardiff.

Radyr Methodist Church

The Church has two upcoming events that may be of interest: on 3rd October, the Church will be hosting a Fair Trade coffee morning, with a Christmas Fayre on 21st November. Both events are on Saturdays and will be held 10:30-12:30.

RMC is also recruiting a Youth & Families Worker. This role is for 20 hours a week for three years, with a salary of £14,762 pro rata. If you or someone you know is interested, you can get more information or apply by sending a CV and cover letter to cathtaylor@doctors.org.uk by 21st October.

Petition

Thank you to all those residents who signed my petition for improved pavements in north Radyr. Whilst this is obviously not the only part of the ward where walkways need attention, it is where the most widespread need is and is a matter that I have raised with the Council since I was elected four years ago. My last petition successfully led to resurfacing works on Dan y Bryn Avenue, so hopefully our luck will continue. Regardless, I shall continue to make the case. I am currently collecting signatures for officialising walking routes in Morganstown. Should you wish to sign, then please get in touch with me.

Surgery

Thanks to those who attended my latest councillor surgery at Radyr Golf Club in September. My next one will be advertised in the usual way, including via this newsletter.

Written Questions

Ahead of every Council meeting, I have the chance to table five written questions to the Cabinet. I aim to use up my allocation each and every month to find out information useful to myself as a representative of Radyr & Morganstown but also in my other roles on the Council, including as the Conservatives’ Investment & Development spokesperson and Chair of the Policy Review & Performance Committee. This month I asked:

  • What assessment has the Council undertaken of the decision making process for Freedom of Information requests, particularly the deciding of what information should be exempt, in light of the serious failings of the Council as found by the Tribunal on the Maindy Park land swap?
  • With the prevalence of longer and hotter summers causing earlier than usual leaf shedding from trees, will the Council review its calendar for leaf clearing to avoid drains becoming blocked, increasing the risk of flooding?
  • For what purpose have the five properties acquired in 2025/26 as listed in Section 13 of the most recent Annual Property Plan been purchased?
  • Following confirmation by the previous leader that the Council is not 100% compliant with the Equality Act in their final Performance Panel meeting with scrutiny chairs, can the Council confirm in which ways it is currently breaching the Equality Act? As a review of compliance has been commenced, as confirmed in responses to previous written questions, when will the results be published?
  • Is the Cabinet Member for Education concerned that the PISA ranking shows that reforms instituted years ago in England have improved outcomes for young people there whilst pupils in Wales are failed by the devolved government, evident in the widening gap between both cohorts in English, Maths, and Science?

Answers can be found here on the written questions section of the Council meeting agenda.
