June 2026 – County Councillor Reports

Below are the monthly reports from your County Councillors for the Radyr & Morganstown Ward.

Cllr Calum Davies – June report

Received by the Web Team on 30 June 2026

Post Office

The Post Office has confirmed its branch on Station Road and the Morrisons Daily shop that hosts it will close on 1st August. This is a huge blow to the community, but I am glad to be part of a collective effort – exemplified at the public meeting at the start of the month – to find ways of preserving Post Office provision in the ward. I am awaiting responses on grant funding opportunities and scoping details that would allow a new vendor in the ward or for an existing business to host one. Once known, I will share with you.

Radyr Comp Swimming Pool

After concerns about its closure due to the need for renovations, I am pleased work started on the swimming pool building at Radyr Comprehensive School last month and is progressing well. The work is due to be completed, and the scaffolding removed at the beginning of September, with a sign-off of the work planned for mid-September to enable occupation and use thereafter. Thanks to everyone who played a part in delivering this result – especially the children who came to Council to present the community’s petition!

School transport

There was also concern that UK-wide regulations meant councils could not sell seats to passengers on home-to-school buses who were not automatically eligible for free travel if they were not accessible by wheelchair (regulations not accounting that all providers can/will update their fleet to comply with such regulations). This would have affected the ability of sixth formers to get to Radyr Comp, so I raised the matter at Council. Last week, the Department for Transport confirmed to the Council that the ability for providers to apply for exemption permits has been extended for four years. However, details on eligibility criteria for exemption have not been confirmed. The Council will contact parents and providers once information that information has been provided.

Anti-social behaviour

I am really concerned about anti-social behaviour from balaclava-wearing, young men riding illegal, modified bikes on the Taff Trail in and near Radyr. Reports about their intimidating behaviour and their reckless handling of these vehicles has been reported to the neighbourhood policing team who are asking you to report any cases related to this to them directly. You may also pass them onto me and I can relay to law enforcement.

Radyr Rangers

I was pleased to attend this year’s Radyr Rangers Football Festival and to see how successful it has become. Running over two days, the club held its largest ever festival, with 106 teams and nearly 1000 players with both boys’ and girls’ teams from ages U5 to U19. As a grass roots football club with over 500 playing members based mainly in Radyr & Morganstown and nearby, the players and volunteers are great ambassadors for our community. I want to congratulate them once again and also thank the Comp for hosting. A few days later, Cllr Lloyd Jones and I were pleased to meet with the club, Cardiff Council, and Transport for Wales to progress the project for a new club house at Mound Field. The club needs proper facilities, and I’ll play my part in making it happen.

Petition

I was pleased to present a petition to the Council signed by residents of Dan y Bryn Avenue and its off-shoot cul-de-sacs requesting resurfacing works. Knowing the roads in Radyr & Morganstown pretty well, this is one of if not the worst for potholes that have not been addressed over the council term. I am looking to do this in other parts of the ward too, so if your street is badly affected do let me know. Should you have any cases of specific potholes, you can report them to me or on the Council app.

Written Questions

Ahead of every Council meeting, I have the chance to table five written questions to the Cabinet. I aim to use up my allocation each and every month to find out information useful to myself as a representative of Radyr & Morganstown but also in my other roles on the Council, including as the Conservatives’ Investment & Development spokesperson and Chair of the Policy Review & Performance Committee. This month I asked:

  • How much has the Council spent in the last five full financial years on from-English translations costs to languages other than Welsh? Please break down by language if possible.
  • Which Council-run schools are in financial deficit, by how much, and for how long have they continually been in deficit?
  • Is the Council able to provide any evidentiary basis for a new Welsh-medium secondary school in South Cardiff during a period of declining young population and low-Welsh language proficiency in South Cardiff wards?
  • Can the Council provide an update on remediating the swimming pool and its building at Radyr Comprehensive School?
  • Will the Council provide details of unspent and unallocated S106 funding dedicated to Radyr & Morganstown?

Answers can be found here on the written questions section of the Council meeting agenda.

Cllr Helen Lloyd Jones – June Report

Received by the Web Team on 29 June 2026

Morrisons and the Post Office

Where are we now with this? Things have changed since I drafted this. The Post Office is now advertising Radyr. We now need them to extend the time they are advertising the vacancy.

At the moment, we have been told the Post Office will be closing on August 1st.

We managed to gain an extra fortnight!  We held a well attended public meeting, with three MS attending, including Huw Thomas and our MP Alex Barros Curtis as well as both County Councillors. Lauren Fear had done a lot of work drafting templates that we could use to send letters or emails to key individuals and we’d a petition of over a thousand signatures asking Morrisons to delay the closure and indeed to look seriously at their shop because if well run, we believed it had the potential to be profitable.

We need your help again.

We now move on to what the Post Office can do. Wasn’t impressed by the consultation they asked me to distribute. Obviously, consultation in the Post Office is not used the same way as we use it in Radyr.

Did manage to post the letter they had sent (which was their consultation) on my Facebook page but couldn’t attach a photo as there was an attachment to an advert for the Post Office which prevented Facebook from accepting a photo. If you are wondering, why is she telling me this, it’s because I know that when I post with a photo I usually get over a thousand views, in fact recently I’ve been getting 20 thousand views on some of my posts. And I wanted us to get as many views as possible, so we’d get as many responses to the Post Office as we can.

And I really wanted people to read the post because we need you to send emails to comments@postoffice.co.uk

And copy me Helen.LloydJones@cardiff.gov.uk and Alex our MP at alex.barroscurtis.mp@parliament.uk

Alex has already spoken to the Minister with responsibility for the Post Office but further emails will give him the opportunity to go back again to the Minister to push for more help for us.

What to say in the email/note

  1. Why we need the Post Office. Or why you need the Post Office. Or how people you know need the Post Office. Or the public transport to the Post Offices suggested are not good enough for older people to use
  2. Please will they extend the closing date for Radyr as a vacancy on www.runapostoffice.co.uk

Please, if you want to have a Post Office when your eyes have grown old and you find it really difficult to read the computer screens, (this has happened to both my brother, a retired professor and my late husband, a top Civil Servant) where there are trusted stuff to help you, write those emails.

We haven’t given up. We are still fact finding. The Community Council has asked Lauren to draft a letter for the local businesses to advise them of the advantage having a Post Office can be.

We are still trying to get a handle on the amount the Post Office was bringing into Morrisons.  One of the Plaid MS asked for us but the answer was not helpful.

There are other options, for example Pughs Garden Centre would let us use a space. But that would be a long way with steep hills for our elderly contingent who use mobility scooters. And we haven’t discussed how it would work financially and who would organise it.

I have asked if we could have a Bank Hub and a Post Office in the Hub. Think as a matter of policy, Cardiff Council should enable this because at the moment so many of the Post Offices are dependent on the host business staying profitable. However, there are lots of things that would have to be considered and it will take time to get this idea just an extra service the Hubs offer.

Think we have or are in the process of following through on every suggestion made in the Public Meeting. We did set up a group lead by Radyr and Morganstown Community Council to work on finding a solution for the Post Office. If anyone is interested in helping, we would welcome extra help. Just tell me and I’ll pass your details on.

Buses

Please remember that if the buses don’t get used, I will have no case to fight when the funding runs out for the extra bus. So please use it.

Really pleased to receive a photo of Radyr and Morganstown WI returning from their trip out by bus. They looked great standing in lovely summery clothes by a bus stop in Cathedral Road. And they looked so happy.

It does help. All these little jaunts using the bus, improve our statistics and give us a better chance of retaining the service. Thank you R&M WI for being a great example.

Radyr

Station Road

We have had a meeting with officers from Cardiff Council and Community Council Members and discussed options using some S106 funding to improve the area.  We felt the starting point had to be with the officers as they have access to all the information about water pipes and electricity cables etc. We don’t want to promise you something and it isn’t feasible to deliver it. What we are looking for at this stage is what are our options and then we can come back to you with these options and see what you think.

The latest news is that the meeting scheduled for June has been cancelled by the Cardiff Council officers. We will have to ask for another date.

Junction between Drysgol Road and Windsor Road and Windsor Avenue.

You’ve asked for a zebra crossing. I’ve heard there’s going to be a scheme where zebra crossings can just be painted onto a road. Haven’t managed to track the details down yet. No new progress.

Golf Club Lane

No change

Parc Plymouth

If you have a problem, you can email getintouch@plasdwr.co.uk   There is also a community fund grant scheme which can be accessed via getintouch@plasdwr.co.uk  as well. Haven’t chased up what the status quo is re adoption by the council of the land and roads in Park Plymouth. Know there have been discussions.

Radyr Woods

If you are interested in helping the Radyr Wood Wardens (all volunteers), contact assistantclerk@radyr.wales

The Sidings

Am hopeful that this year Taylor Wimpey will sort out all the snagging needed so that Cardiff Council can adopt the green area in the centre and the surrounding bits of land. Have seen a workman on site who told me he had a list from TW to put right. Be good to have that sorted. Will keep asking about this. Have asked again this month and been told progress is being made. I will be asking again in July.

Issues with bikes and knock on effects of the attacks in Hayley Park. If you are a walker, you will know you can walk from the bottom of De Clare Drive onto an old Cart Road and then onto the old Taff Vale railway bridge into Hayley Park. So, it won’t surprise you to know we are having complaints from residents at that end of de Clare drive about people on e-bikes and people covered up in black. Following a post I made, the police have started patrolling Hayley Park and I have been in touch with them and asked if they could also patrol the Cart Road both down to Radyr Court Road (Spooky Lane) and to the Sidings.

Morganstown

Radyr Rangers (RR) SECOND PRIORITY

Hope you are sitting comfortably. We have had yet another meeting and the good news is that TfW have set aside money for building the changing rooms and intend to do is in house. Inevitably there are more things to be done but they all seem achievable. There is a lot of good will and I begin to think this is going to happen.

Morganstown Village Hall

No change

Bethel Chapel

No change. I have taken officers around the area but it isn’t our property and it isn’t the Community Council’s so there is very little we can do.

Radyr and Morganstown

Radyr Comprehensive School Swimming Pool

Am being woken very early by the sound of workmen on the roof at the Comp. So, I know they are working on putting things right. Have had different feed back from different people. One, it will be ready by September. Two, it won’t be ready till at least October. Given the activity I can hear, I think unless they hit another unexpected problem, it will be ready by September. We shall see.

Flooding under the M4 bridge

Been told this has been referred to the Flooding Department. Hopefully this summer we will see work being done to improve the drainage there. Have asked what progress has been made. Looks like we have dropped down the list. Hoping to take the Cabinet Member responsible for flooding to see the site in July.

Flooding by Pughs Garden Centre

No change. It too is on my guided tour for the Cabinet Member.

Litter Picking

There is an active group of volunteer litter pickers. Please contact peter.fortuneuk@gmail.com for details.

Dog Poo Please pick it up.

The children from Brynderi have made posters asking and reminding us all to pick up our dog’s poo. They are done and laminated and now some of them are hung up in the community. Thanks Brynderi.

Dog poo can carry diseases. Please pick your dog poos up and put them in a litter bin.

Facebook

I have a Facebook page Cllr Helen Lloyd Jones Do please follow me

Youth Work THIRD PRIORITY

Cardiff Youth Services are working in Radyr Comprehensive and at the Hub in Radyr.

Police Incidents

When we ask for a regular police patrol, we get told there aren’t enough incidents to justify their presence. Please use swp101@south-wales.police.uk   and flag up any incident if you witness one.

Parking and Drop off’s by Radyr Comprehensive

There is no easy solution but with the extra buses, if your children can travel to school by bus, please encourage them to do so. Gather some are traveling by the 64 Bus from Ffordd y Berllan. Brilliant news.

Radyr Weir Landing Stage

Been advised that the funding has been found for a landing pad. Good news.

Section 106

This is money that the developers have to give to the council, so that the council can install or improve facilities in the community. Several of you have asked how does it get used?

If we as Councillors ask for the current availability of Section 106 then we get sent the latest details. I would prefer a different system where we could all see what funding was available online. I have been asking for this for quite some time. Gather it will happen. Know other authorities have the information online.

Each tranche of Section 106 will have conditions attached. They may be what the money can be used on. Or where it can be used for example. So, we may be in a situation where we have another job, building, scheme that we would prioritise but none of the Section 106 conditions allow us to use the funding for that purpose.

When we know what money is available, as Councillors representing the ward, we usually discuss what needs we are aware of and which we would prioritise. The officers have usually also got ideas. So, if we all have a different idea, then we have go through the practicalities of delivering each idea.

So far, fingers crossed, we have never found ourselves in an impasse.

Other happenings!

Radyr Rangers Football Festival

This was a very well-run event held at Radyr Comp over the weekend June 13th and 14th. Brilliant to see the girls also playing in tournaments. Great feeling of the community pulling together to deliver magic moments for our children. It isn’t just the medals, which everyone seemed to get and wear with pride and rightly so, it isn’t only the football they will remember or the hot dogs or the burgers or the ice cream. It’s the freedom they were allowed within the space to play with their friends, the sound of laughter and feeling happy.

Thank you so much for all the hard work the grown-ups put into delivering the Football Festival, to all the Sponsors who give their support. It is worth the effort and it is appreciated.

Filming for Cardiff National Park City Radyr Primary

Radyr Primary continue with their interest in the environment. In July they are going to meet Chloe at Coed Caerdydd nurseries in Forest Farm to find out more about the project called Coed Caerdydd. They will produce a reel/video that the Cardiff National Park City Project can use to meet one of the criteria for gaining accreditation as a National Park City.  Looking forward to seeing the final result.

Brynderi’s PTA Summer Fete

Was able to go along to the fete on Saturday 27th June. It was a very well run, very happy event. They just didn’t expect such a run on hot dogs, I gather more supplies had to be rushed in. But that’s great news, because it means a lot of parents, grandparents, aunts and uncles and friends turned up to support the event. Well done Brynderi PT

Surgery

My next Councillor’s surgery will be in Ty Nant on September 5th at 10:45
