October 2025 – County Councillor Reports

Below are the monthly reports from your County Councillors for the Radyr & Morganstown Ward.

Cllr Calum Davies – October report

Received by the Web Team on 2 November 2025

Family Car Tax

Cardiff Council is considering plans to charge people who own larger cars more to park in the city and plans to ban vehicles over a certain size from applying for any permit to park in restricted areas. Cars which are highly polluting could be charged more too. Whilst there is an initial logic to this, it is extremely unfair for those with larger households or those with mobility issues that means a larger car is required. It also punishes electric vehicles despite years of politicians encouraging their up-take. For me, it is a Family Car Tax.

Council advertisement censoring

Cardiff Council’s political leaders have introduced a new advertising policy that bans adverts on Council property for “junk food” and petrol/diesel vehicles. I am concerned that there has been “no detailed economic impact assessment” of this as it will impact a great deal of businesses across Cardiff, that there is a highly contested definition of junk food (where healthy yet calorific food can fall under the term), and a lack of clarity on whether bus services are now included in the ban.

EV Charging Points

I was recently informed that the electric vehicle charging points at Radyr Station are not currently working. I am proceeding with inquiries to have these repaired and brought back into public use. Engineers have already made an initial visit to the site to diagnose the issue. I am also pursuing the issue of a departures board at the station so people can more easily see which platform they need – TfW have been very slow in assessing this proposal despite initial enthusiasm. Will keep pressing.

Tree-planting ceremonies

Coed Caerdydd will be undertaking its latest planting sessions in Radyr & Morganstown – and you can join them. At 10am on Monday 17th November at Morganstown play park, 62 saplings will be planted (free tickets here) with another session planting ten at 12:30pm at Fisher Hill Way park (free tickets here). There’ll be a future event at Radyr Primary in Spring 2026.

Events

As previously advertised, Radyr Methodist Church is hosting a Charities Fair from 10:30-12:30 on Saturday 22nd November. They have added an Art Exhibition to celebrate the work of some artists connected with the Church to their agenda, open 11am-4pm on Saturday 8th November 1pm-4pm on Sunday 9th November. Do pop along to support if you’re interested.

Surgery

My next surgery will be in the Castle Room in the Old Church Rooms, Radyr at 5:30-7pm on Monday 17th November. No need to book in advance, but it may help with scheduling to get in touch in advance if you are planning to attend. Email me at calum.davies@cardiff.gov.uk if so.

Written Questions

Ahead of every Council meeting, I have the chance to table five written questions to the Cabinet. I aim to use up my allocation each and every month to find out information useful to myself as a representative of Radyr & Morganstown but also in my other roles on the Council, including as the Conservatives’ Investment & Development spokesperson and Chair of the Policy Review & Performance Committee. This month I asked:

  • How can the Council ensure its new advertising ban on diesel emitting vehicles does not impact on Cardiff Bus, which provides a service for local people using diesel-powered vehicles?
  • What impact does the Cabinet Member for Investment & Development believe the junk food ad ban will have on food businesses in Cardiff? Has an economic impact assessment been carried out in this regard?
  • Will the Council identify the policies it has in place that contravenes the Supreme Court’s judgment regarding the Equalities Act (For Women Scotland vs Scottish Ministers)? This would include shared toilet facilities for boys and girls at school
  • How will the Council ensure that public funding is only awarded to organisations that are fully compliant with the Equality Act, particularly following the Supreme Court’s judgment regarding For Women Scotland vs Scottish Ministers?
  • In response to my written question last month, the Cabinet Member stated “free cycle training is available to all adults who live, work, or study in Cardiff”. How much is budgeted for this provision, how much has been spent on this limitless scheme in the last three financial years?

Answers can be found here on the written questions section of the Council meeting agenda.
