Car Parking charges
Unfortunately, Labour’s car parking charges kick in tomorrow (Monday 1st December) across Cardiff. No longer will there be a free hour or two in district centre car parks like those in Canton, Llandaff, and Whitchurch. My Conservative colleagues and I have consistently told the Council this is anti-business and anti-patient. They have also ignored petitions signed by thousands. They rolled back a bit – allowing 30 minutes for free – but that is hardly enough. It’s another anti-driver cash grab.
Tourism Tax
I am proud to have voted against Cardiff Council’s proposal to introduce a “visitor levy” in Cardiff. I believe sticking an extra tax on those who visit this city – who are supporting our small businesses, high streets, and city centre – is based on ill-conceived arguments and targets the wrong people. This tax will hit those who stay in visitor accommodation in Cardiff, regardless of where they live (including Cardiff!) and fails to take into account that other European cities that have a visitor levy charge significantly less VAT on visitor accommodation. So those visiting Cardiff will be hit in the pocket twice-over with this new tax. The Conservatives believe service-level contracts, where those millionaires who put on large events in the city should stump up to help with clean-up costs, are a better mechanism than taxing the public who already have to pay generously to attend such events.
Radyr Comprehensive Swimming Pool
I commend the concerned citizens who have pushed for remediation works to ensure the swimming pool at the Comp remains open to the wider community through their recent petition – especially the children who attended a Council meeting and did a brilliant job of presenting their argument. I will support efforts in whatever way I can to source support for a wider refurbishment package for the pool and I am aware that positive indications have already been received from the Council.
Supreme Court ruling
Many will be aware of the Supreme Court ruling on the Equality Act back in March which had important implications for the provision of single-sex spaces. I am deeply concerned at total lack of progress across public institutions in making the necessary changes to be compliant with the law, including the Council. Excuses are given about the lack of guidance from the British Government – itself an unacceptable and politically motivated delay – but the Equality & Human Rights Commission has been explicit that guidance is just that and does not excuse continued unlawful action from any organisation. I have been submitting regular questions and used my committee chairmanship to hold the Council to account on these matters and will not rest until we get the answers we deserve.
Chasing up
As many will know, things can work slowly in the world of local government, so I have had to follow-up on efforts for local improvements – from fixing street lighting on the Cwm Farm estate in Morganstown to getting Transport for Wales to agree a date to install the new services display at Radyr Station to fixing the EV charging points at Radyr Station – and hope to expediate resolutions. I am also pleased to see pavements in Willow Tree Close have at last been remediated after years of asking, and I am still pushing for pavements to be sorted out elsewhere too.
Surgery
I held my latest surgery in the Old Church Rooms in November. I will advertisement my next one, due to be held before Easter, in the new year in the usual places.
Written Questions
Ahead of every Council meeting, I have the chance to table five written questions to the Cabinet. I aim to use up my allocation each and every month to find out information useful to myself as a representative of Radyr & Morganstown but also in my other roles on the Council, including as the Conservatives’ Investment & Development spokesperson and Chair of the Policy Review & Performance Committee. This month I asked:
- Further to the response to my written question last month (W6), will Cardiff Bus be able to advertise on council-owned assets given the service it provides uses diesel-powered vehicles and the Council’s policy to ban advertising of diesel-powered vehicles on its assets?
- Is the Cabinet Member concerned that South Wales Police does not record the number of asylum seekers arrested after a court heard one had strangled and sexually assaulted a woman in Cardiff?
- Please provide the list of recipients of the 2024/25 Community Cohesion Fund, alongside the sums awarded and a description of how the funds will be used for each project.
- What policies does the Council have in place to discourage public smoking of illegal substances in the city centre?
- Following the response to my written question last month (W2), what checks has the Council undertaken to ensure Stonewall is a complaint organisation given its own guidance contravenes the ruling of the Supreme Court regarding the Equality Act?

General
Green bin Collection over the Winter
Think we have all been glad that the green bin collection is happening through the winter. Have had thank you messages from many of you. It was very much a team effort, there were several County Councillors who asked for the collection to continue, including myself. I passed on the emails that you had sent me and photographs I had taken from those showing in December how many trees still had leaves to shed to Carol and Hazel walking Hazel’s dog up the middle of Woodfield Avenue because they couldn’t find the pavement for leaves.
Please note there will not be a green bin collection over Christmas Week.
Section 106 funding and Buses
Have been promised a meeting soon to discuss again the possibility of improving our bus service. This follows on the meeting we had been promised a meeting on November 7th but that was deferred.
Radyr
Small gains
The park by Willow Tree Close. It’s been flagged up that dogs and children sometimes run out from the park into Pant Tawel lane. Many of us don’t realise there are houses the other side of the motorway bridge on Pant Tawel lane and the people living there do drive along the lane. We’re hoping to put something simple that will just hold children and dogs back long enough for adults to catch up with them to make sure they are safe.
We are looking for funding to do the work needed. The Community Council has indicated they are willing to help towards the cost and the Penrhys Pilgrimage Way Project have the topic down as an agenda item for their next meeting.
Station Road
The Community Council have been in touch with the Co-op (I am a Community Councillor too). We know they have had an expert look at the site and its adjacent property. We met the Construction Manager, Co-op Property in September. There has obviously been a lot of design work done to improve the shop and the old Spar.
We have been in touch with the Construction Manager since then. He tells us that most of the details are in place, and he hopes to come back to us with news in January.
Parc Plymouth
Delighted to report that we have now re-established the links and hopefully we get back to having regular meetings to discuss issues that residents have flagged up. Issues discussed ranged from Parking on Clos Park Radur by construction traffic (definitely better than it was), possible uses of Ty Gwyn where Val Allen used to live ( it is not part of the Plasdwr plans ) Radyr Farm Road where the drainage has been improved by the houses that are close to Heol Isaf to Christmas Trees on the Plasdwr estate that we could all see and enjoy.
Radyr Cricket Club
This has been incredibly disappointing. Sadly, the Cricket Club opted to remove the wall they had erected rather than fall foul of fines being imposed. Both the Club House and the electricity poles could be affected next time the river floods. We need to look again at the options available to the Club.
Radyr Woods

Drovers Way Light
We think we are close to a solution that will make it possible to see where the path forks.
Pavements
Watched the start of the improvement to Willow Tree Close pavements.
Park Road has been improved.
Have asked if Hazel Tree Close could be done. Another words, let’s work down the “Trees “estate.
Have also asked if Woodfield Avenue can be done. It is used a lot by dogwalkers wanting to go into Radyr Woods, and by Radyr Comp pupils as well as the residents.
Morganstown
Radyr Rangers (RR) SECOND PRIORITY
We are STILL waiting for a positive reply from TfW. Radyr Rangers, Council Officers and I have flagged up that the FAW are very interested in supporting Radyr Rangers because they are clearly a developing club and it would help if we were able to start progress on the Changing Rooms in Mound Field.
Morganstown Village Hall

Footpath 1
The PEDW which is the Planning and Environment Decisions Wales section has not allowed the part of Footpath 1 that goes to the railway line to continue as a footpath.
Radyr and Morganstown
Replacement Local Development Plan RLDP
Huge thanks to our RLDP group who kept a close eye on the RLDP as it was being created. The group also met the Council Officials and shared information which was helpful to everyone. The RLDP went through Full Council on Thursday 27th November.
It should protect the limited green space we still have left in the ward. We do need to realise that just because the RLDP says an area can’t or shouldn’t be developed, that doesn’t stop a developer applying for permission to develop a site. Our community will always have to be watchful and prepared to campaign if necessary to protect our green spaces.
Petition Radyr Comprehensive School Swimming Pool
We collected over a thousand signatures in a very small window of time asking Cardiff Council to help the swimming pool get a makeover.
I was immensely proud of the five youngsters who read the petition out in Full Council. They were excellent.
The good news is that the Council has already agreed to sort out the filtration plant and the boiler. Hopefully the PTA will look for grants that will help us give that needed makeover. The roof leaks, the pool has a leak, there are broken tiles and holes where there were skirting boards. The pool is over fifty years old, and it does need Tender Loving Care. If any one can help financially or with skills do, please let me know.
Flooding under the M4 bridge
Despite Cardiff Council working on the drainage in the area during the summer, it had not stopped the flooding this month. The Council had also made a point of clearing the drains on Brynderwen to try and minimise the flooding. However, there is a known capacity issue/blockage here with the main sewer under the M4 Bridge that is being investigated by the Flood Alleviation Team.
Flooding by Pughs Garden Centre
The improvement has continued. Cardiff Council returned to Ty Nant after the first storm and cleared out the debris that had been brought downstream by the storm. There is still a puddle on the road when we have heavy rain but not deep and not across the road. So an improvement. Hope someone will sweep the leaves that have started to fall on the edge of the pavement onto the drains. Will be asking the Council if they can do a leaf sweep. Will also be asking if they can keep checking the point at the Ty Nant where the stream goes underground.
Litter Picking
There is an active group of litter pickers. Please contact peter.fortuneuk@gmail.com for details. The more the merrier. They would love to have more volunteers.

Youth Work THIRD PRIORITY
Cardiff Youth Services are working in Radyr Comprehensive and at the Hub in Radyr.
Police Incidents
When we ask for a regular police patrol, we get told there aren’t enough incidents to justify their presence. Please use swp101@south-wales.police.uk and flag up any incident if you witness one.
Parking and Drop off’s by Radyr Comprehensive
It is heart-breaking and worrying to see elderly people, disabled people and parents with young children in push chairs having to go out into the middle of Heol Isaf because there isn’t enough room on the pavements for them to get past. We also see people dropping off in the Private Road. Apart from the fact it is private land and the road is maintained and owned by the householders, that there are young children in the houses who don’t always hear cars coming (there have been two near misses) the odds are that the car’s insurance won’t cover an accident on private land.
Radyr Weir Landing Stage
The speed with which things happen never fails to amaze me but more steps have been taken and hopefully we will see a result within the next year.
Please note that water sports on rivers are dangerous, and the water quality cannot be guaranteed as safe.
Christmas Festival of Lights December 5th
Hopefully this year, there will not be a downpour, and the event will be able to go ahead. Huge thanks to all who make the event possible. The schools, Gwaelod y Garth, Brynderi and Radyr Primary and Radyr Comprehensive all play their part. The Radyr and Morganstown Association works miracles. Help sources range from the Methodist Church to MGY. It’s a wonderful feeling of togetherness in the community. Makes living here very special.
Father Christmas
Father Christmas will be going around the ward on Friday 12th December. He will start at Drovers Way around 5:30pm providing his reindeer can bring him from the North Pole safely by then.
