Cllr Calum Davies – September report

Senedd election
I am very pleased to announce that I’ve been selected by the local Conservative party to head its list for the Senedd in our new constituency consisting of Cardiff West, South, and Penarth. Voters will cast one vote next May under a reformed system, that will deliver six Members of the Senedd, from a variety of parties, for each constituency. You may see me knocking doors over the coming months as I spread the message. Migrant hotels
I brought a motion to Cardiff Council for debate, calling on the Council to inform the Home Office that it should cease housing illegal immigrants in hotels (which they don’t always tell the Council they are doing!) and stop buying private property to house them in Cardiff. The British Government’s approach only serves to further choke the housing supply available for people in Cardiff, including the 9,000 households on the local housing waiting list, and encourage small boat crossings.
Disappointingly, all other parties – including Reform UK – failed to back us, with only the Conservatives voting to protect Cardiff from the failures of higher levels of government. Other parties are, of course, free to disagree with us, but it was a shock to hear so many pretend there was no problem at all with this issue. You can read our common-sense calls here.
Meeting on buses
I was pleased to attend a meeting alongside Community Councillors with officers at Cardiff Council regarding our joint efforts to improve bus services in the ward. We have been firm and clear in our conviction that Section 106 funds from developments in our area should go towards service improvements in our area, and we believe there is scope for this to help with public transport in Radyr & Morganstown.
Roadworks
Earlier this year, I was pleased to see some resurfacing works on Heol Isaf near Station Road. I informed the Council that while this was welcome, this was only part of the job, with the section including the pedestrian crossing outside Christ Church in desperate need of remediation. I was later informed that this was added to the programme of works for this autumn. However, the Council has now announced this will be postponed until the next financial year due to financial constraints. This is disappointing to say the least, not only because of the dire state of the road here, but due to the number of common sense moneysaving measures Labour cabinet members have rejected.
Written Questions
Ahead of every Council meeting, I have the chance to table five written questions to the Cabinet. I aim to use up my allocation each and every month to find out information useful to myself as a representative of Radyr & Morganstown but also in my other roles on the Council, including as the Conservatives’ Investment & Development spokesperson and Chair of the Policy Review & Performance Committee. This month I asked:
- How does the Council clean or enforce cleanliness on defaced cash machines and phone boxes, particularly in prime locations like St Mary’s Street?
- Does the Council actively lobby for criminals who have been sentenced to community service to engage in litter-picking across the city? Would it consider making representations to make use of this resource?
- Can the Council provide context to this clip of a Senedd committee meeting where an officer explaining how the Council is delivering free cycling sessions for Muslim women? What was the eligibility criteria for the scheme, what were its costs, and where did the funding come from? Was the scheme open to other demographics?
- Does the Cabinet Member agree that S106 funds generated from development in Radyr & Morganstown and cited for bus services should be directed towards a bus route that serves Heol Isaf?
- Will the Cabinet Member for Equalities provide an update to W1 from June 2025 from myself on the Council’s compliance with the Supreme Court ruling on the Equality Act (For Women Scotland Ltd v The Scottish Ministers)? Specifically, the changes required by the Council.

Green bin Collection over the Winter
As a community, we all seemed to want a green bin collection through the winter. Lots of you sent me emails. It was helpful as it showed how much we needed the green bin collection. I wrote about green bins to the Cabinet Member with responsibility for waste collection and did a lot of lobbying last year. Below is the announcement that was made in March this year.
Council Announces Year-Round Garden Waste Collections
Cardiff Council is announcing a major change in its waste management services – the resumption of fortnightly garden waste collections will now be year-round.
Garden waste collections across the city began again this week following the winter break, but now residents will be able to have their garden waste collected every fortnight for 50 weeks of the year. That’s 25 garden waste collections a year – up from 18 a year.
The service will pause for two weeks over Christmas to redirect resources and manage the increased amount of recycling caused by the festive season.
Section 106 funding and Buses
Together with members of the Community Council I attended a meeting in mid-July about the Section 106 funding available for Radyr and Morganstown. Section 106 funding is money the developers have to pass to a Council for use in the areas they are developing to create amenities. We have had quite a lot of building in Radyr and Morganstown, so we do have some Section 106 funding due to us. Some of it is already ear-marked but some may be available to help us improve things in our area.
I received an email confirming the figures last week and am hoping we can steer some of that funding to improve our bus service Bus Priority 1 which is one of the biggest problems we have.
Managed to have a meeting with officers from Cardiff Council re Buses on September 19th.
Now that they are aware of the Section 106 funding due to us, they will look at what they can do to improve the bus service we have in Radyr and Morganstown. Have a meeting scheduled for November 7th by which time hopefully we will see some good news.
Radyr
Small gains
The park by Willow Tree Close. It’s been flagged up that dogs and children sometimes run out from the park into Pant Tawel lane. Many of us don’t realise there are houses the other side of the motorway bridge on Pant Tawel lane and the people living there do drive along the lane. We’re hoping to put something simple that will just hold children and dogs back long enough for adults to catch up with them to make sure they are safe. Site meeting October 8th
Station Road
The Community Council have been in touch with the Co-op (I am a Community Councillor too). We know they have had an expert look at the site and its adjacent property. We met the Construction Manager, Co-op Property on September 23rd as well as the Manager of Station Road Co-op and their Food Operations Manager for the area.
We were told that the Co-op will be improving the front of what was the Spar Shop. They will be providing the store a space to keep their crate stacks. They will be clearing the undergrowth of the wall.
They will also notify the landowner that the wall on Heol Isaf’s side could do with some attention.
Time scale probably another 6 months but they do know we would love it to be done by Christmas.
Not in their official remit but I did ask if they could install some lights on the Heol Isaf side. It’s very dark there at present in the long winter evenings.
Parc Plymouth
Following the take over of Redrow by Barratts, we lost our communication links into the Plasdwr development. Delighted to report that we have now re-established the links and hopefully we get back to having regular meetings to discuss issues that residents have flagged up.
Radyr Cricket Club
On September 26th, with our MP Alex Barros-Curtis, Chris Hitchings, Peter Sullivan from the Cricket Club and the Vice Chair of the Community Council Iona Shariff, I met officers from National Resource Wales to discuss the way forward. We are keen to see the recent wall remain and to have some protection for the riverbanks against river erosion. Alex was there to ascertain what exactly is required from National Grid who also have an interest in preventing the riverbank eroding. There are electricity cables going across the river just downriver from the Cricket Club.
As usual, the main problem is funding. We are looking for solutions. Know our MP was able to speak to some representatives of the National Grid at the Labour Party Conference.
Radyr Woods
There is another working party on October 11th meeting at the top of Taff Terrace at 9:00am. Volunteers very welcome. If you have secateurs, please bring them. Please wear sensible footwear.
Windsor Gardens
Have asked for more litter bins. Will have to ask again.
Willow Tree Close
Have been told the Council will be renewing the pavements in Willow Tree Close. Hurray!
Dan y Bryn Avenue
Have told the Council that one of our residents has fallen walking towards the wood. Do please take care. It is the time of the year when everything gets slippery.
Pavements
Have asked if Hazel Tree Close could be done. Another words, let’s work down the “Trees “estate.
Have also asked for Park Road to be done because so many of us use Park Road to get to the Primary School or the Hub or the Old Church Rooms.
Have also asked if Woodfield Avenue can be done. It is used a lot by dogwalkers wanting to go into Radyr Woods, and by Radyr Comp pupils as well as the residents.
Morganstown
Radyr Rangers (RR) SECOND PRIORITY
Hoped that by now we would have some positive news but there has been no progress reported to me, since a positive meeting in August.
Morganstown Village Hall
The existing trustees would welcome help. Let me know if you are interested.
Footpath 1
Have tried to save the public rights of way on this footpath which is the old route to Gelynis Farm because there was always a vision of a halt or a station for Morganstown. I wanted the rights of way to be in place so that if ever the funds are there, we would be able to use that path again to access station platforms. It’s currently being looked at by PEDW which is the Planning and Environment Decisions Wales section. Still waiting for a decision.
Radyr and Morganstown
Flooding under the M4 bridge
it is too early to celebrate but we have had some torrential rain in September and there has been no sign of even a respectable size puddle under the bridge. Cardiff Council did work on the drainage in the area during the summer. Hopefully our flooding there may have been sorted. Although as we all realise, the area will need work probably every year to stay clear.
Flooding by Pughs Garden Centre
Still a puddle but not deep and not across the road. So an improvement. Hope someone will sweep the leaves that have started to fall on the edge of the pavement onto the drains. Will be asking the Council if they can do a leaf sweep.
Quarry
On September 30th met with the Manager of the Quarry, and Breedon’s Planning Officer along with representatives from Pentyrch Community Council and Stuart Williams Group Leader, Policy at Cardiff Council. This is why I didn’t make it to the MacMillan event at the Hub.
They discussed their plans, which include deepening the quarry. They are hopeful that the quarry will still be active at least as far as 2035.
There needs to be a vision for what will happen to the quarry when it is no longer being quarried.
They pointed out that Breedon run Lend a Hand Days and were willing to look into helping with possible projects in the ward. Would be great to repair the walls to the old Cwm Farm pond and make it a nice place to stop a while.
They also said they were willing to discuss helping with improving Footpath 49 which goes into Radyr Woods by Kingfisher Pond. I have put them in touch with the relevant officer.
Litter Picking
There is an active group of litter pickers. Please contact peter.fortuneuk@gmail.com for details. The more the merrier. They would love to have more volunteers. On October 11th they will be taking part in Clean Up Cardiff. They’ll meet at Radyr Hub at 10 am and there will be refreshments at the Hub at 11:15 am. An added bonus is that Cardiff Rivers Group are aiming to work on clearing up the litter from the river’s banks at the same time. Thanks to everybody who will be working to keep our patch looking good.

Youth Work THIRD PRIORITY
Drop in sessions have started on a Thursday evening at Radyr Hyb from 3-6
There is also a Youth Club starts back in Radyr Comp on Friday evenings. There’s talk of something for Halloween. Will post on Facebook if the talk turns out to be an event.
Police Incidents
When we ask for a regular police patrol, we get told there aren’t enough incidents to justify their presence. Please use swp101@south-wales.police.uk and flag up any incident if you witness one.
Radyr Weir Landing Stage
The speed with which things happen never fails to amaze me but more steps have been taken and hopefully we will see a result within the next year.
Please note that water sports on rivers are dangerous, and the water quality cannot be guaranteed as safe.
