August 2025 – County Councillor Reports

Below are the monthly reports from your County Councillors for the Radyr & Morganstown Ward.

Cllr Calum Davies – July/August report

Received by the Web Team on 31 August 2025

Roadworks

There was much consternation about unannounced roadworks in August, causing concern that speed bumps were to be installed on the main road that runs through Radyr & Morganstown. Fortunately, this was not the case. However, the real reason was still bizarre and wasteful – to remove road-markings stating the 20mph speed limit.

This is, ironically, a direct legal consequence of the imposition of the new 20mph national default speed limit and meant resources were needlessly squandered on this exercise instead of filling potholes and fixing footpaths in the ward. This is because the road-markings were previously there to mark a deviation from the then-30mph default limit. The new 20mph default speed limit means they had to be removed. I will be making my displeasure at this clear at the next meeting of Cardiff Council.

Footpaths in Morganstown

I was pleased to meet on-site with regular walkers of fields next to the Cwm Farm estate who are seeking assistance in having well-used footpaths adopted as public rights of way. If you have been walking these paths regularly over recent years, do get in touch with those who are coordinating efforts for this by contacting friendscwmfarm@outlook.com. You can also join the Save Cwm Farm Facebook group.

Coed Caerdydd

I met with Council officials to discuss their activities with the tree-planting scheme in the ward over the last year as well as for the months ahead. For more information about Coed Caerdydd’s summer events, please find the link here: www.eventbrite.com/o/coed-caerdydd-46791623513

Exam results

I want to send my congratulations to all those at Radyr Comprehensive School who received their A-level, GCSE, and BTEC results in August. Well done to all and my best wishes for whichever route you take in future, whether that be university, college, work, or apprenticeships.

Forthcoming events

Radyr Methodist Church are hosting two events this autumn that you may wish to be aware of: an Eco-Coffee Morning, supporting the installation of solar panels on the church roof at 11am-2pm on Saturday 6th September. Then from 10.30-12.30 on Saturday 22nd November a Charities Fair to support local and national charities. I hope to see you there too.

Lord Mayor’s Charity Cricket Match

I did something for the first time outside a school sports lesson in August – playing in a cricket match. It was part of fundraising efforts for the charities of Cardiff’s Lord Mayor Adrian Robson at St Fagans Cricket Club. I batted, bowled, and fielded – but I think I will stick to spectating.

Written Questions

Ahead of every Council meeting, I have the chance to table five written questions to the Cabinet. I aim to use up my allocation each and every month to find out information useful to myself as a representative of Radyr & Morganstown but also in my other roles on the Council, including as the Conservatives’ Investment & Development spokesperson and Chair of the Policy Review & Performance Committee. This month I asked:

  • Will the Council ensure that future new-build schools will have sufficient space for car drop-off and collection for pupils?
  • Can the Council confirm the total sum of Neighbourhood Regeneration Scheme funds awarded to each ward in Cardiff since its inception? Please break down by ward.
  • Will the Council provide an update on its proposed congestion charge scheme? Does it still intend to introduce one before May 2027?
  • How many housing starts have there been in Cardiff for the last five financial years? Please separate out council and non-council housing schemes if possible.
  • Will the Council commit to cleaning the coloured shapes that adorn the sides of the A48 underneath the Gabalfa Interchange on an annual basis?

Answers can be found here on the written questions section of the Council meeting agenda.

Cllr Helen Lloyd Jones – July/August Report

Received by the Web Team on 5 September 2025

Schools

Delighted to congratulate Radyr Comprehensive on another set of excellent A Level and GCSE results. Well done to the teachers and huge congratulations to all of the pupils who worked so hard to get amazing results.

As always, there will be some of our youngsters who didn’t get the grades they hoped for. Do please take advantage of the help you can get at Careers Wales. There’s a Careers Wales centre at 17 Churchill Way, Cardiff CF10 2HH  0800 028 4844 and another one at 53 Charles Street, Cardiff CF10 2GD 029 2090 6700 and there’s a website at careerswales.gov.wales

Using Mr Google I found this 31 Apprenticeships jobs in Cardiff, Cardiff County | Page 1 | Find a job which might be helpful.

Radyr Primary Year 4

At the invitation of Year 4 I attended an environment focused Question Time along with Peter Fortune who organise our litter picking group, Gail Davies who is CEO for Afonydd Cymru (Rivers Wales) Joe Jones, the One Planet Cardiff schools officer and Ben Geeson Brown who is working on a project looking at National Park Cities as we are keen to get Cardiff accredited as a National Park City. We were asked lots of questions. Very much hope they will keep their enthusiasm up because they are the future and they can make a positive difference.

Personal thanks to you all

Many of you will have heard that my husband died in June. Huge thank you for the cards, and the flowers and the love you have shown me the last two months.

I have checked my emails and my messages every day. I think I have replied to all of the queries and issues that have been raised. I often have to pass your messages on and wait for a reply. Once I get a reply I try to pass it back to you.

Section 106 funding

Together with members of the Community Council I attended a meeting in mid-July about the Section 106 funding available for Radyr and Morganstown. Section 106 funding is money the developers have to pass to a Council for use in the areas they are developing to create amenities. We have had quite a lot of building in Radyr and Morganstown, so we do have some Section 106 funding due to us. Some of it is already ear-marked but some may be available to help us improve things in our area.

I received an email confirming the figures last week and am hoping we can steer some of that funding to improve our bus service Bus Priority 1 which is one of the biggest problems we have.

Radyr

Small gains

The park by Willow Tree Close has had the brambles cut back and looks much bigger as a result.

The Guide Hut has had funding for a new door

Pant Tawel has had signage indicating there are no pavements for walkers. It will also be having signs encouraging people to slow down. We are also hopeful that a gate will be installed between Pant Tawel and the park so that children and dogs can’t just run out onto Pant Tawel. Apparently there have been some near misses.

For anyone walking along the road, please be aware that although it looks so rural there are people living at the end of the lane and they do have to drive their cars along the narrow road, so keep your children in arm’s reach and your dogs on leads to make sure they are safe.

If any of you have wondered about the signs of a little black man walking on a yellow background, they are showing the developers’ suggested route for pedestrians unable to use Golf Club Lane. Those of you who do a lot of walking around the area will know the poor little man is walking much further than he needs to.

Station Road

The Community Council have been in touch with the Co-op (I am a Community Councillor too). We know they have had an expert look at the site and its adjacent property. We have been told that we will be pleased when we see their plans. All very mysterious but at least sounds promising.

Radyr Cricket Club

We are in the process of setting up another meeting with NRW and National Grid. It is really worrying that we are about to face autumn storms, and we may not be able to at least leave the protecting wall the Cricket Club built.

Radyr Woods

1.       The Wardens held their AGM in July. They work miracles in the woods, repairing treads on steps, litter picking and they are always pleased to have new volunteers helping them. Contact clerk@radyr.wales if you’d like to help too. I often flag up working parties in the Woods on my Facebook page.

2.       The Stone Bench, Y Gorlan (which is Welsh for a fold, a place where animals can shelter has been finished. It was Radyr and Morganstown Community Council’s idea to leave a legacy of the year (2024) when they celebrated 50 years of existence. It’s lovely, a good place to sit awhile and relax.

3.       Information Boards have gone up. More will follow when funds are available.

Windsor Gardens

Have asked for more litter bins. Traditionally the Community Council’s handyman has helped with these bins but I have asked if Cardiff Council could empty the bins at the same time (well .. almost)

The Beach at Radyr Methodist Church

The beach was a big success. Thank you to the Methodist Church for organising it. Think we are all hoping this will become a summertime tradition.

Resurfacing

Two closes have had their road surfaces resurfaced this summer.

Morganstown

Radyr Rangers (RR) SECOND PRIORITY

We are still plodding on both with respect to gaining grants to drain the Mound Field Football pitch properly and to replacing the changing rooms as promised by TfW. There are signs of progress which is wonderful.

Morganstown Village Hall

Still things to solve. The existing trustees would welcome help. Let me know if you are interested.

Footpath 1

Have tried to save the public rights of way on this footpath which is the old route to Gelynis Farm because there was always a vision of a halt or a station for Morganstown. I wanted the rights of way to be in place so that if ever the funds are there, we would be able to use that path again to access station platforms. It’s currently being looked at by PEDW which is the Planning and Environment Decisions Wales section.

Radyr and Morganstown

Removal of 20 mph signs along Heol Isaf

This really upset a lot of us. It did seem a waste of money. However, there is a silver lining to this cloud. The Community Council who also queried what was happening had a reply explaining that the police can’t prosecute drivers speeding unless roads meet the Go Safe Standards and the police are concerned about our two schools close to Heol Isaf. So hopefully, we will see the police in action and the area by the schools been driven more carefully.

Both County Councillors flagged up that they were unaware this work was going to take place and that the residents especially those in Chapel Road had not been notified in advance.

Litter Picking

There is an active group of litter pickers. Please contact peter.fortuneuk@gmail.com for details. The more the merrier. They would love to have more volunteers, They intend to do what they can to clear the back road between Station Road and Kings Road this weekend.

I have a Facebook page Cllr Helen Lloyd Jones Do please follow me

Youth Work THIRD PRIORITY

Drop in sessions have started on a Thursday evening at Radyr Hyb from 3-6

Youth Club starts back in Radyr Comp 12th September. Not sure what time.

Police Incidents

When we ask for a regular police patrol, we get told there aren’t enough incidents to justify their presence. Please use swp101@south-wales.police.uk   and flag up any incident if you witness one.

Radyr Weir Landing Stage

The speed with which things happen never fails to amaze me but more steps have been taken and hopefully we will see a result soon. (This year?)

Please note that water sports on rivers are dangerous, and the water quality cannot be guaranteed as safe.

Brambles

Please check you haven’t any brambles hanging over the pavements from your hedges. It is that time of the year.

Toilets in Tesco Western Avenue

Not my ward, but like lots of us, I often shop in Tescos. Was appalled that two of the three hand washing facilities had been broken since Christmas. Having been polite and asked nicely could they be repaired, I resorted to asking for help from the Council and other sources. Delighted to tell you that at least in the ladies loos the hand washing machines are now working.
