April 2025 – County Councillor Reports

Below are the monthly reports from your County Councillors for the Radyr & Morganstown Ward.

Cllr Calum Davies – April report

Received by the Web Team on 6 May 2025

Funding opportunities

I have been in active conversation with officers to investigate the potential for Section 106 funds – the financial contributions developers make in communities as part of their planning permission – and where they can be deployed in the ward. Readers will be aware of my priorities and I will be trying to focus them there.

I also submitted an application to the Neighbourhood Renewal Schemes Programme to bring direct Council funding to the ward, and am in the process of making the case to turn some of our bus stops into bus shelters as they are lacking in the ward. I am disappointed that the Council has also rejected traffic control measures I proposed to improve the flow of traffic on the main road near the industrial estate in Morganstown. No alternative solution was forthcoming from the Council.

Parking near Radyr Primary School

I am concerned that many cars are parking on double yellow lines and/or blocking the driveways of neighbouring properties near Radyr Primary, particularly at school drop-off and collection times. I ask that people are mindful of their surroundings here, especially given it is also a bus route, when dangerous parking can pose a risk in an area close to a school.

Lego League

I was pleased to see some very confident and articulate pupils from Ysgol Bryn Deri take part in the Lego League at the start of the month at Ysgol Groeswen. It was a delight to listen to their presentation on plastic waste in the oceans as well as their coding skills in action as part of this Cardiff-wide initiative, which itself is part of a worldwide scheme. Congratulations to all involved.

Radyr & Morganstown Festival

This year’s festival will soon be underway, and I look forward to seeing many of you at the events I’ll be attending. Make sure to support the Festival and its brilliant team as they fundraise for the 2025 charity, St John Ambulance Cymru. Please contact rma@radyr.org.uk if you are able to lend a hand with running the bar, BBQ, or helping with event set-up or take-down. There are also tickets still available for lots of events, so do take a look at the programme on the RMA website.

Across the Ward

Buses FIRST PRIORITY

The need for a bus to link up with Radyr Railway station.

We don’t yet know if Cllr Davies’ bid for funding towards a feasibility study for Station Road-Heol Isaf-Kings Road regeneration has been accepted. I went with members of the Community Council to meet the Leader of Cardiff Council to discuss ways forward. We are now linking up with the officers who are experts in regeneration which is a positive step. One of our aims is to have a bus stop close to the Railway Station.

Drovers’ Way

Parc Radur Management Company were willing to fund an extra light for us if the cost is within their budget. They now have had quotes and it’s more than expected. They are looking for funding from elsewhere.

St Philbert St

There is now a path running through the green space as St Philbert St. The space has been tidied but in my opinion more work is needed. Given how dry the weather is, probably wiser to wait till September before any shrubs are planted.

Clos Parc Radur

No reports of smells this month. Traffic problems with contractors parking on the pavement. I have been in touch with Redrow but there has been no obvious improvement. Will flag the problem up again this month (May)

Heol Isaf

Delighted that homeowners have trimmed back branches to let lights work and traffic signs be visible. Do please check that your hedges are not obstructing traffic signs and obscuring streetlights. Makes a huge difference to us all.

Radyr Cricket Club

This continues to be a worry. National Grid did not reply in as positive a way as we had hoped. Our MP is working hard to raise the issue of riverbank erosion in Radyr. The Community Council are also working on a possible way forward. Very much a case of all levels of government on board trying to help each other help the community.

For those who may not be aware, the river Taff has started to erode the riverbank on the same side as the Cricket Clubhouse. So not only is it getting flooded in the big storms, but also its foundations are at risk from river erosion. Even if you don’t belong to the Cricket Club, the fact they have created a permissive path which enables us to walk alongside the river in 40-acre field, is a good reason to want to keep the riverbank stable.

Morganstown

Radyr Rangers (RR) SECOND PRIORITY

We are still plodding on both with respect to gaining grants to drain the Mound Field Football pitch properly and to replacing the changing rooms as promised by TfW

Skatepark Mound Field

Having taken advice, I’ve applied to the Neighbourhood Regeneration Grant for an upgrade to the Skatepark. Have had no feedback as yet.

Cwm Farm Stream

Just watched some Council gentlemen from the drainage section in Cardiff Council clearing out the logs from the stream by the Ty Nant. Have been told that the work discussed by me and an officer during a site meeting is being implemented and since one of those things was the clearing of logs, I am delighted that things seem to be happening.

Would warn you that the drains under the road by the Ty Nant need upgrading and the Council is looking for a good time to do the work (i.e. a time that gives least disruption to the village)

Morganstown Village Hall

Still things to solve. The existing trustees would welcome help. Let me know if you are interested.

Radyr and Morganstown

Litter Picking

There is an active group of litter pickers. Please contact peter.fortuneuk@gmail.com for details. The more the merrier. They would love to have more volunteers, They intend to do what they can to clear the back road between Station Road and Kings Road this weekend.

Radyr Woods Wardens

We are lucky to have such dedicated volunteers. They would love to have more. Contact clerk@radyr.wales if you’d like to help too. I often flag up working parties in the Woods on my Facebook page.

Facebook

I have a Facebook page Cllr Helen Lloyd Jones Do please follow me.

Replacement Local Development Plan

We are now in a waiting phase when all the feedback Cardiff Council has received is being assessed.

Youth Work THIRD PRIORITY

The Cardiff Youth Services CYS holds a Youth Club for Year 7,8 and 9 at Radyr Comp on Fridays which started in March. The Thursday Session will continue to be held in the Radyr Hub. Huge thanks to the Community Council for the commitment they have shown to providing Youth facilities in the ward.

Flooding under the M4 bridge

Was promised work would be done this Summer. Haven’t noticed anything happening yet but it is still Spring. Have started prompting people.

Flooding by Pughs Garden Centre

Remedial work has started. It goes from Cwm Farm Pond (see above) and follows the stream down to Ty Nant Road.

Green Waste Collections

Last month’s news but I am still so pleased. Hurray! We are going to have Green Waste Collections right through the year apart from the Christmas fortnight. A lot of local authorities charge so we are very lucky.

Police Incidents

When we ask for a regular police patrol, we get told there aren’t enough incidents to justify their presence. Please use swp101@south-wales.police.uk and flag up any incident if you witness one.

Goldies

Goldies is every first Friday of the month in the New School Rooms by Christchurch 2pm -4pm. Next will be June 6th. Everybody is welcome to come and sing along with the Karaoke.

Radyr Weir Landing Stage

Slow but steady progress is being made and hopefully we will get a landing stage back, ideally designed to high accessibility standards.

Please note that water sports on rivers are dangerous and  the water quality can not be guaranteed as safe.

Cardiff National Park City

This is at the embryo stage. If anyone would like to be involved, please let me know.

Lord Mayor Duties

It was wonderful to be with you at the War Memorial and Christchurch, not only as your community councillor, your county councillor but also as your Lord Mayor. I stand down later on in May.

It has been an amazing experience. I have met wonderful people and I have found it life-affirming to see so many youngsters doing incredible things, including acts of kindness.

Radyr and Morganstown Festival

This is in full swing. We were honoured to welcome the Lord Lieutenant who acts as the King’s representative and the High Sheriff of South Glamorgan at the Civic Service along with our community council members, our county councillors, our Member of the Senedd Mark Drakeford and our Member of Parliament Alex Barros-Curtis. And we were absolutely thrilled to see the Scouts, Beavers, Rainbows (have I missed any?) and representatives of Radyr Rangers.

The Fete was a great success, and we are expecting the Party in the Park PITP to be a great success too. Please volunteer if you can using rmachair@radyr.org.uk
