Below are the monthly reports from your County Councillors for the Radyr & Morganstown Ward.

Cllr Calum Davies – September report

This will be my first since the beginning of May following an illness over the summer. I am now back undertaking my duties so please do not hesitate to get in touch if I can be of help.

Fields by Cwm Farm

I have been made aware of concerns that quarrying could take place at fields near the Cwm Farm estate after certain plant was spotted there by nearby residents. Other councillors and myself are in contact with Council officers to ascertain exactly what activity is going on and may occur on site and whether it is within the bounds of the law and any restrictions on the land. When more information is available, it will be shared where possible.

Parking by Radyr Primary School

I am regularly informed of cars parking on double yellow lines and dangerously close to junctions near the school, particularly where Park Road meets Windsor Avenue. This will usually be at drop-off and collection time. Given this is a bus route and close to both the school and the Hub, I ask drivers to please consider the appropriateness of where they park for the safety of pedestrians in this area.

Recycling

Despite being in place for months now, I find that the so-called “teething problems” with the new recycling regime persist. Waste separated by resident sometimes continues to be mixed in the same compartments in the collection trucks, and rubbish still gets accidentally strewn across streets as bags and boxes are decanted. I continue to raise this with the Council leadership as we need strong consumer confidence in our waste collection and we all want to prevent litter in our communities.

Full Council

The Council returned in September after it’s summer break. I was pleased to have the chance to raise questions on garden waste, the new recycling regime, Cardiff Crossrail, and the as-yet-defined congestion charge the Council is working on. You can see those questions on my social media.

However, it was very sad that this meeting began without the Lord Mayor, Jane Henshaw, who passed away a few days earlier. Jane was a dedicated public servant and her presence at Council will be sorely missed.

Plasdŵr

Drover’s Way

We have been advised that there will be funding for some lighting, so it should feel safer walking from the Clos Parc Radur area into the centre of Radyr soon.

There has been progress re the restoration of the disturbed land by the playground.  Things have moved forward. Was advised the contractors were going to start on September 30th but gather no one has spotted them.

Odour at Clos Parc Radur

We have been told that changes have been made at the source of the odour problem. Have had no complaints since June so hoping all will now be well. Fingers crossed. No complaints during September either.

Lon Pererinion

The first layer of the road has at last been done. Belway have advised me that the Sales Office is due to be removed October 14th and then once all the earth works have been done on the site where it has been, the final layer will go in.

Play area Clos Harry Corner.

Great to see a play area at the end of Clos Harry Corner where it meets St John Avenue.

Morganstown

Radyr Rangers (RR) SECOND PRIORITY

Summer break. No news from the club during September re their wish list, a club house and a properly drained football pitch.

Morganstown Village Hall

The Village Hall would love to hear from anyone in the community who would be interested in helping the Hall, from just volunteering occasionally to being a trustee. Contact morganstownvillagehall@gmail.com

Radyr and Morganstown

Buses FIRST PRIORITY

This is the most important problem we have. Still trying to find solutions. Cllr Davies submitted suggestions which I had seen. It was based on the idea several people had made that we have a shuttle service going round the ward, including reaching the railway station and into The Sidings and then going down to Danescourt where there are several buses stopping on Danescourt Way. However there has not been a positive reply. The big problem is the subsidy needed to keep the bus service into Radyr and Morganstown is considerable. We know the bus only comes once an hour and we know it has had a reputation for being unreliable but in fairness, that has improved. It would really help us push the case for more buses if you could use the existing bus a bit more.

Litter Picking

Replacement Local Development Plan

The original timeline is behind schedule, we are now likely to be in the next stage in January.

Youth Work THIRD PRIORITY

Cardiff Youth Services CYS have set up an informal group at Radyr Hub which is growing. They restarted in September

Flooding under the M4 bridge

No further news. Did notice we didn’t get flooding the last lot of rains but don’t know if we were lucky or whether there had been some work done to improve the drainage system.

Brambles and Overgrowth

Please note that the Parks department has had severe cutbacks and one of the effects is that the service we did have where hedge cutters came round and kept our pavements bramble free is no longer in place. You are entitled to cut back any branch that hangs into your property. Know I have cut some brambles back and have asked others to do the same. This is becoming one of the biggest problems in the ward. It is a worry.

Community Engagement Officer

Would very much like to see a Community Engagement Officer working with our new residents to help them integrate with the community. There is some progress on this. We have been given this detail to pass on to anyone we know living in our ward who has come from Hong Kong. Cardiff HongKongers Facebook group

Police Incidents

There have been some incidents this month. We are in a Catch 22. When we ask for a regular police patrol, we get told there aren’t enough incidents to justify their presence. Know that phoning 101 can take a very long time to get an answer. It’s so easy to give up trying to contact the police. So please use the email address swp101@south-wales.police.uk and flag up any incident if you are unfortunate enough to witness one.

TfW and traffic problems by the Railway Station

Have liaised with TfW. Have told the Police who did come out. Have contacted the Council. Very little could be done apart from finishing the work as quickly as possible. It should be back to normal Oct 7th.

Halloween

No event planned this year, but we believe the pupils at Radyr Comp are going to decorate some for us to display in Windsor Gardens. Maybe one year when things aren’t so tight financially, we may be able to get carved pumpkins with lights (night lights battery lit) all the way down Heol Isaf. Who knows?

Goldies

I went along to Goldies on Friday. It’s every first Friday of the month in the New School Rooms by Christchurch. It’s fun to sing along to the karaoke. Do pop along and enjoy. Tea and Biscuits and even cakes sometimes in the mix.
