New Parking Enforcement Arrangements

CIVIL PARKING ENFORCEMENT UPDATE

From the 5th July 2010 parking enforcement came under the power of Cardiff Council. New civil parking enforcement officers wear black and red uniforms and will be on the streets from 0700 to 2200 hours seven days a week.

There have been no changes to the regulations for Blue Badge holders who may continue to park anywhere (not on private land) that they are not causing an obstruction. They may, for example, park on a single yellow line or in a residents’ parking zone.

There is an appeal process for all parking tickets.

ENFORCEMENT POWERS FROM 5TH JULY 2010

Cardiff Council will take responsibility for enforcing parking-related offences that will encompass the following:

  • Parking on double yellow lines
  • Parking on a single yellow line, when in force
  • Loading restrictions associated with either of the above
  • Parking within permitted parking areas, such as resident-only bays, loading bays, disabled bays, pay-and-display bays
  • Exceeding time limits within parking bays, such as limited-waiting bays and pay-and-display bays
  • Parking on zig-zag markings at pedestrian crossings (zebras and pelicans)
  • Parking on “school keep clear” markings where they have a single yellow line as well (i.e. a supporting Traffic Regulation Order)
  • Parking across dropped kerbs for pedestrians or across private driveways in certain circumstances
  • Double parking, i.e. more than 0.5 metres from the kerb line
  • Footway parking but only if there is a yellow line present against which the enforcement can be made
  • All illegal parking issues within off-street car parks managed by Cardiff Council
  • Parking on cycle tracks
  • HGV parking on footways and verges
  • Parking in a hackney carriage stand
  • Failing to comply with a sign indicating a bus stand or stop

South Wales Police­ will remain responsible for enforcing the following:

  • All moving traffic offences, e.g. enforcement of bus lanes, access-only restrictions
  • All cases of obstruction to moving traffic e.g. yellow box junctions
  • Cases of dangerous parking
  • Any endorsable parking offences e.g. parking on zig-zag markings at pedestrian crossings (this offence can be enforced by either the Council or the Police but only the Police can issue endorsements)
  • Footway parking where there is no yellow line present. This is considered to be an obstruction.
  • Driving over the footway
